The burning issue refuses to die down

More than a week after the “smoking gun” letter of tractor supplier Ely Bagtasus to the Panay Federation of Sugar Farmers, Inc. (Panay Fed) came out on this blog, the question has lingered on whether its corporate secretary, Atty. Aloysius de la Cruz, was telling the truth or not when he “cleared” super mayor Arcadio Gorriceta of “any outstanding obligations.”

The statement made by Atty. de la Cruz sidestepped the issue of whether the attempted qualified theft took place in the first place, in which the total amount of P1.3 million was improperly taken by Cadio from Bagtasus on the pretext that he was going to endorse it back to Panay Fed. When the scam was discovered, Cadio was forced to issue several post-dated checks to liquidate the entire amount. Cadio insists that he has done nothing wrong.

But there is almost nothing you can hide in the Internet, and after a brief wait, another set of documents has come to the surface, and this time, there is no doubting that Cadio had taken the money, and would have kept quiet about it had it not been the other members complained about the figures that appeared in their individual accounts as unpaid loans.

The attached .PDF file shows several receipts, both handwritten and typewritten, that documents the amounts taken by Cadio, through his wife, Suzette, and daughter, and driver, from Bagtasus. All in all, the total amount of money reached P1.3 million.

    i have heard a lot of rumors about this crime. so, its true gali. this is a serious crime. if cadio could do it as a private person, how sure are the people of pavia that he is not doing it now as mayor? sa tuod lang, damo man nga istorya bati-an ko dira sa munisipyo. dapat si cadio gid ang masabat sini nga isyu.

    this is an old wound that we, as sugar planters, would like to keep to ourselves. everybody knows tis. francis trenas knows this. jun de la cruz know this. ely bagtasus is really the best person to talk about this. this is true. but why use this against cadio? this happned in 1999. the important thing is he paid the money. atty de la cruz is right —- cadio is cleared. wala na utang. it is unfair that he will have to answer this malicios issue. if i were cadio, i would face the music. so what if i stole money? everybody in govt’ is doing that. syjuco is stealing billions. pgma is stealing billions. gonzalez is stealing billions. the overpass bridge in front of upv is overpriced by 200 million, but nobody complained. whats the big deal? if i were cadio, i will say “maayo ko ya kay ginbalik ko ang kwarta”. maybe if only all corrupt officials are like cadio who return stolen money, then the philippines will be a better couintry. he is a model. in this case, its not govt’ money that he stole. private money man ini. the sugar planters are not complaining. what’s the big issue? let old wounds heal. dont’ let politics enter the picture.

    in criminal law, restitution or return of the amount stolen doesn’t really extinguish the crime committed. it merely mitigates the gravity of the offense. usually this translates to lighter sentences.

    but what makes this crime significant is that an incumbent municipal mayor tried to hoodwink his own brethren when they were not looking and pocket the money. the crime would have been undetected had it not been for the accidental discovery of the crime. he didn’t even volunteer to reveal the crime. he didn’t volunteer to return the money. he was FORCED to return the money.

    no man in his right mind would risk dragging the name of his good wife in an evil deed the way cadio did. did he ever display remorse? no. in fact, he keeps on trying to hide the fact. now, the documents are out in the open for everybody to see. the signature of his wife is there, unnecessarily causing her grave embarrassment for a crime she’s completely innocent of.

    what cadio is doing is douse water over small patches of chemical fire. by doing so, he is only making the fire turn into a huge blaze, and his whole house might get burned down. he is too fond with playing with fire. it got to a point that it’s gone beyond his control.

    Yesterday (Sunday, Nov. 2), Cadio was guest of Reklamo Publiko and claimed that he is victim of black propaganda for “daring” to tell the truth about the Syjucos; He said it is now a battle of the truth versus lies, of right versus wrong, of good versus bad. Of course Cadio wanted to project himself in the cateogry of the good, right and truth.

    But is he really the symbol of truth, right and good?

    Cadio challenged the Syjucos to answer his questions about the “dakal-dakal” road. But he’s not even facing the issues squarely about the Panay Fed theft! Are these documents authentic? Did the theft of P1.3 million really take place? Cadio continues to skirt the issue.

    There’s only one thing that Cadio was honest about: that he is coward. He is a coward in the sense that he is afraid to accept the truth. He is daring in credit grabbing and stealing money. But he is a coward in facing the consequences of his evil deeds.
